Namibia’s decision to invest N$39.5 million in an artificial intelligence-driven agricultural monitoring system has the potential to modernise one of the country’s most important economic sectors.
Few would dispute that agriculture must embrace technology if it is to withstand increasingly frequent droughts, climate variability and mounting food security pressures. Satellite imagery, remote sensing and artificial intelligence can provide farmers and policymakers with information that was previously unavailable, enabling better planning and more efficient use of scarce resources.
The issue, therefore, is not whether Namibia should adopt advanced agricultural technology. It should. The real question is whether the process surrounding this agreement has inspired sufficient public confidence.
The government’s one-year agreement with United States technology company 6th Grain Corporation has generated understandable public interest and, with it, understandable skepticism. In a country where questions about procurement, transparency and public accountability have become increasingly prominent, citizens are naturally asking why this particular company was selected, what alternatives were considered and whether Namibian expertise received meaningful consideration.
These are legitimate questions. They should not be interpreted as hostility towards foreign investment or technological innovation.
Rather, they reflect a growing expectation that government decisions, particularly those involving millions of dollars and strategic national assets, should be fully explained to the public.
Agriculture is not merely another economic sector. It lies at the heart of Namibia’s food security, rural livelihoods and long-term national resilience. Decisions affecting the collection, management and interpretation of agricultural data therefore carry strategic significance. Even where government assures the public that Namibia will retain ownership of all sovereign agricultural data, confidence is built not simply through assurances but through openness.
Government has stated that the agreement includes data ownership safeguards, software transfer and technical training that will enable Namibian officials to continue operating the system after the contract expires. These commitments are encouraging and deserve recognition. If implemented properly, they could leave Namibia with stronger institutional capacity and valuable technological expertise.
However, implementation has always been the difficult part of development projects.
Namibians have seen ambitious initiatives announced with great optimism, only to discover years later that promised skills transfer never materialised, expensive technology became obsolete or dependence on foreign service providers continued long after contracts had expired. That history inevitably shapes public perceptions today.
Another reason for skepticism lies in communication. Many observers have noted that details of the agreement became widely known only after announcements from the United States Embassy rather than through comprehensive communication from the Namibian government itself. Whether or not that perception is entirely accurate, it illustrates an important lesson. Government should be the primary source of information on projects of national importance. When communication appears reactive rather than proactive, unnecessary suspicion fills the vacuum.
Transparency is particularly important when artificial intelligence is involved. AI remains unfamiliar to many citizens, yet it increasingly influences decisions affecting economies, agriculture, healthcare and public administration. Public trust in these technologies depends not only on technical performance but also on clear explanations about how they work, what data they use and who ultimately controls them.
The debate has also highlighted another issue that deserves serious attention: local participation.
Namibia has invested significantly in higher education over the past three decades. Universities continue to produce graduates in agriculture, information technology, environmental sciences, geospatial analysis and related disciplines. Citizens are therefore justified in asking how these professionals will benefit from a project of this nature.
Technology transfer should never exist only as a clause within a contract. It should become a measurable outcome.
Government should publish clear targets indicating how many Namibian officials, graduates and researchers will receive training; what software and technical knowledge will be transferred; and how local universities and research institutions will participate during implementation. If this project concludes after one year with a fully trained cadre of Namibian specialists capable of independently operating and expanding the system, it will represent genuine national capacity building. If not, the country risks remaining dependent on external expertise.
None of this should obscure the considerable potential benefits of the initiative. Modern agriculture increasingly relies on satellite monitoring to detect drought conditions, estimate yields, monitor crop health and improve disaster preparedness. Countries across Africa are adopting similar technologies because climate change demands better information and faster decision-making. Namibia cannot afford to ignore these developments if it hopes to strengthen food security and improve agricultural productivity.Nor should foreign partnerships be viewed with automatic suspicion. Throughout its history, Namibia has benefited from international cooperation in infrastructure, mining, health and education. Strategic partnerships can accelerate development when they are carefully negotiated and aligned with national priorities.
The crucial distinction is that partnerships must strengthen national independence rather than create new forms of dependency.
Ultimately, this debate presents government with an opportunity rather than a problem. By voluntarily publishing details of the procurement process, explaining how the successful bidder was selected, outlining safeguards protecting national data and demonstrating how Namibians will acquire lasting technical expertise, government can transform skepticism into confidence.
Public scrutiny should not be feared. It is an essential feature of democratic governance. Citizens are entitled to ask questions whenever public resources are committed to projects of national significance. Equally, government has every opportunity to provide answers that reinforce public trust.
Artificial intelligence may well become an indispensable tool in Namibia’s agricultural future. But technological sophistication alone will never guarantee public support. Transparency, accountability and meaningful local participation remain just as important as innovation itself.
If this agreement ultimately leaves Namibia with better technology, stronger institutions and more skilled professionals, it will deserve broad public support. Until then, skepticism is not a rejection of progress. It is simply the reasonable expectation that progress should always be accompanied by openness.
