The Swakopmund Municipality has gazetted comprehensive regulations to govern the use and management of the town’s parks, the jetty, the mole, and various beach areas.
Dina Namubes, the mayor of Swakopmund, stressed the importance of these regulations in preserving the town’s natural beauty and ensuring the responsible enjoyment of public spaces.
She urged residents and visitors to familiarise themselves with the new rules and cooperate fully with the municipal authorities.
“The set of regulations not only aims to maintain order and cleanliness but also addresses issues related to public safety and environmental protection,” she said.
They stipulate strict controls over various activities, ensuring that Swakopmund remains a welcoming and attractive destination.
For instance, the regulations include prohibitions on operating boats, surfboards, or jet skis in a manner that endangers the public, with fines reaching up to N$4 000 or imprisonment for one year.
Additionally, unauthorised public entertainment or trade activities in designated areas can lead to fines of up to N$3 000 or two years in prison.
This comprehensive approach underscores Swakopmund’s dedication to preserving its natural beauty and ensuring that both residents and visitors can enjoy these areas responsibly.
The newly introduced regulations cover a broad range of activities and behaviours to maintain high standards in Swakopmund’s treasured outdoor public areas.
Guidelines have been set for responsible use of park facilities, including designated picnic areas, playgrounds, and sports fields.
Measures are in place to protect the mole’s natural environment and ensure its accessibility for leisure activities.
Standards for beach cleanliness, waste disposal, pet control, and designated swimming areas have been established to maintain the pristine condition of the beaches.
To enforce these regulations, a strict fine regime has been introduced.
Littering and improper dog waste disposal, as well as unauthorized vehicle use and damaging property, are examples of offenses.
Individuals caught littering or causing environmental harm face fines of up to N$500 or imprisonment for six months.
Driving vehicles in restricted areas or causing nuisance with vehicles can result in fines up to N$3 000 or imprisonment for one year.
Unauthorised fires and overnight camping are prohibited, with offenders liable to fines up to N$2 000 or imprisonment for one year.
Alcohol or drug consumption in public areas is strictly prohibited, with fines up to N$500 or imprisonment for one year.
Namubes indicated that the Swakopmund Municipality is committed to enforcing these regulations.
The detailed provisions and the substantial penalties for non-compliance reinforce the undertaking, reflecting a robust approach to maintaining public order and environmental integrity in the town’s cherished public spaces.
These regulations, established under the Local Authorities Act of 1992, aim to enhance the safety, cleanliness, and overall enjoyment of these public spaces for both residents and visitors.
