The Ohangwena Region has launched a strategic drive to attract investment and transform local economic opportunities into bankable projects, with the unveiling of the Ohangwena Regional Investment Map and Action Plan 2025–2030 aimed at positioning entrepreneurs, investors and businesses at the centre of regional development.
The roadmap was presented during a high-level breakfast engagement hosted by Ohangwena governor Kadiva Hamutumwa in Eenhana on Tuesday, where entrepreneurs, financiers, investors and government stakeholders gathered to discuss ways of unlocking the region’s economic potential.
The initiative identifies priority investment opportunities in agriculture and agro-processing, manufacturing, the creative economy, health, tourism and hospitality, supported by enabling sectors such as water, energy, logistics and housing.
Hamutumwa said the investment framework was designed to ensure that local businesses are not left behind as economic opportunities emerge but become active participants and beneficiaries of development.
“The future of Ohangwena’s economy depends on our collective commitment to investing in our own region. The Ohangwena Regional Investment Map and Action Plan 2025–2030 is a practical roadmap that identifies where opportunities exist and how we can harness them to build a resilient, inclusive and prosperous regional economy,” Hamutumwa said.
“Our objective is to ensure that local businesses are not merely observers of development but active investors, innovators and beneficiaries of the opportunities that exist within our region,” she added.
The office of the governor said the plan was developed to provide a coordinated approach to investment promotion, enterprise development and strategic partnerships, while ensuring that identified opportunities are structured into viable projects capable of attracting financing.
To oversee the implementation of the strategy, Hamutumwa established the Ohangwena Regional Investment Committee, consisting of representatives from government institutions, traditional authorities and the private sector.
The committee will serve as a planning, coordination and monitoring body responsible for tracking progress, facilitating collaboration and ensuring that investment opportunities identified under the plan are converted into practical projects.
Monasa Advisory & Associates, which served as transaction and commercial advisor in developing the investment framework, said it would continue supporting the region in preparing projects and attracting funding.
Managing director of Monasa Advisory & Associates, Jason Kasuto, said the firm’s role was to provide strategic investment expertise and help package opportunities into credible projects.
“Monasa Advisory & Associates is privileged to serve as the transaction and commercial advisor to the office of the governor in the development of the Ohangwena Regional Investment Map and Action Plan 2025–2030,” Kasuto said.
“Our role has been to provide transaction advisory, commercial and strategic investment expertise in identifying, structuring and packaging priority investment opportunities into a credible and implementable regional investment framework,” he added.
Kasuto further said Monasa would work alongside the Development Bank of Namibia (DBN) to mobilise capital and coordinate fundraising efforts from both public and private sector investors.
The implementation of the investment plan is aligned with Namibia’s Vision 2030 and the Sixth National Development Plan (NDP6), which prioritise economic diversification, industrialisation, value addition, private sector growth and employment creation.
As part of efforts to attract investors, the office of the governor announced that it will issue a Call for Expressions of Interest (EOI) from 11 August to 23 September 2026.
The process will allow entrepreneurs, businesses and investors to submit proposals linked to the priority sectors identified in the investment plan.
Submitted proposals will undergo technical and commercial assessments to determine their viability and investment potential.
Hamutumwa encouraged youth, women-owned enterprises, cooperatives and established businesses to make use of the opportunity by submitting innovative projects that can contribute to job creation and economic growth.
Participants at the engagement welcomed the initiative, highlighting the importance of improving access to finance, strengthening public-private partnerships and creating an enabling environment for local businesses.
The office of the governor said successful implementation of the plan would require continued cooperation between government, financial institutions, development partners, traditional authorities and the private sector.
The investment roadmap represents Ohangwena’s latest effort to shift from identifying economic potential to actively creating investment opportunities that can generate employment, stimulate local enterprises and improve livelihoods across the region.
