National Assembly Speaker, Peter Katjivi yesterday addressed Parliament to clarify the issue surrounding the Notice of a Motion presented by his fellow Constituent Assembly member, Jerry Ekandjo on Wednesday.
Ekandjo was very agitated about the fact that a notice of motion he intended to bring to the Parliament was removed from the schedule without his consent.
“At the onset, let me make it clear that there was never an instruction from myself or my office not to place his Motion on the Order Paper. Secondly, the Motion was formally moved by Honourable Ekandjo and as a normal convention, it is supposed to be placed on the Order Paper, and I don’t see any reason why it should not be placed on the Order Paper. Thirdly what Honourable Ekandjo read from the Minutes of Proceedings of Tuesday, 6 June 2023, that the Motion was withdrawn in terms of Rules 30 (b) of the Standing Rules and Orders, is not a correct reflection,” Katjavivi stated.
The Speaker stated that the reference and withdrawal on the Minutes of Proceedings of Tuesday, 6 June 2023 refers to the Motion of Landle People’s Movement Parliamentarian Utaara Mootu, which she withdrew on that day in the Chamber and not Ekandjo’s Motion as conveyed.
“Notice of your Motion was given on Tuesday, 6 June 2023. Thus, your Motion will only appear on the Order Paper of Wednesday, 7 June 2023 and when you moved and introduce it, it will then appear on the Minutes of Proceedings of Wednesday, 7 June 2023 as it the case now,” Katjavivi told the august house.
Katjavivi stated that it is the sequence of how the Order Paper and Minutes of Proceedings are prepared.
