The uranium question: Namibia must think beyond the mine

Namibia has spent decades digging one of the world’s most strategic minerals out of its soil, shipping it overseas and then buying back electricity generated from resources that, in many cases, began their journey beneath our own feet.

It is an economic paradox that has persisted for far too long. The proposed Nuclear Bill is, therefore, more than a legislative exercise. It is an attempt to rewrite Namibia’s place in the global energy value chain, shifting the country from being merely a supplier of uranium to becoming a nation capable of using its own strategic resource to power industrialisation.

That ambition deserves serious consideration.

Government’s proposal to replace the outdated Atomic Energy and Radiation Protection Act of 2005 reflects the reality that the global nuclear landscape has changed dramatically over the past two decades. Nuclear energy today is no longer simply about power generation. It encompasses fuel processing, waste management, radiation protection, scientific research, security, emergency preparedness and international safeguards. Namibia cannot continue regulating tomorrow’s technology with yesterday’s legislation.

Equally significant is the proposal to establish three specialised institutions, a Nuclear Commission of Namibia, a Nuclear Institute of Namibia and an independent Radiation and Nuclear Regulatory Authority. These are not bureaucratic luxuries. They are fundamental pillars of any credible nuclear programme. International experience demonstrates that policy, research and regulation must remain institutionally separate if transparency, accountability and public confidence are to be maintained.

The decision to place strategic oversight under the National Planning Commission is also noteworthy. It acknowledges that nuclear energy is not merely a mining issue. It is fundamentally an economic development question. Reliable electricity lies at the heart of every serious industrial ambition Namibia has articulated, from expanding mining and manufacturing to supporting desalination plants, green hydrogen production, artificial intelligence infrastructure and future export industries.

None of these aspirations can thrive on unreliable or expensive electricity.

More importantly, the legislation gives practical expression to a principle successive governments have repeatedly championed: value addition.

For years Namibia has spoken about moving beyond exporting raw materials. Diamonds are expected to be cut locally. Fish should increasingly be processed locally. Critical minerals should support downstream industries. Uranium should not remain exempt from that national conversation.

A domestic nuclear industry has the potential to create an entirely new ecosystem of high-value employment. Engineers, physicists, radiation specialists, safety inspectors, technicians, researchers and nuclear scientists represent precisely the type of skilled workforce Namibia must cultivate if it hopes to compete in an increasingly technology-driven global economy. Universities would be compelled to develop advanced scientific programmes while local research institutions would gain purpose beyond academic theory.

These are opportunities worth pursuing.

But there is an equally compelling reason why the public consultations currently underway must be robust rather than symbolic.

Nuclear energy is perhaps the most technically demanding industry any country can enter. Unlike many other infrastructure projects, mistakes cannot simply be repaired with additional funding or revised engineering plans. Regulatory failures, poor oversight or compromised safety standards can have consequences that endure for generations.

That reality demands humility.

The first question Namibia must answer is not whether nuclear power is desirable but whether it is economically sustainable.

Modern nuclear power stations are among the most expensive infrastructure investments in the world. Construction routinely requires billions of dollars and frequently exceeds initial budgets and projected timelines. Even highly industrialised nations with decades of nuclear experience have struggled with escalating costs and delayed completion.

Namibia, meanwhile, faces immense development pressures. Housing shortages continue to deepen. Youth unemployment remains stubbornly high. Schools require investment. Hospitals demand improvement. Water infrastructure, roads and sanitation all compete for limited public resources. Citizens are therefore entitled to ask whether nuclear power represents the country’s most urgent investment priority.

That is not an anti-nuclear question.

It is a responsible fiscal question.

Government must therefore present independent feasibility studies, realistic financing models and long-term cost projections before asking Namibians to embrace what would almost certainly become the largest infrastructure investment in the country’s history.

Demand projections require similar scrutiny.

Namibia’s electricity consumption remains relatively modest. Unless industrial expansion accelerates significantly through mining, green hydrogen, desalination and manufacturing, the country could ultimately produce generating capacity well beyond domestic requirements. Energy planning must therefore be based on credible economic modelling rather than optimism alone.

The legislation must also confront one of nuclear energy’s most uncomfortable realities: radioactive waste.

Every nation that embraces nuclear power inherits a responsibility extending far beyond the lifespan of any government. Waste storage, transportation, environmental monitoring and eventual disposal cannot remain vague policy aspirations. They must be supported by world-class legal safeguards, technical expertise and guaranteed funding mechanisms that protect both current and future generations.

Public confidence will be equally decisive.

Too often major national projects are presented as conclusions rather than conversations. Nuclear energy cannot be approached in that manner. Citizens deserve honest explanations about reactor technology, emergency preparedness, environmental monitoring, insurance liability and radiation safety. Consultation should inform policy, not merely legitimise decisions already taken.

Perhaps the greatest opportunity presented by this legislation lies not in constructing a nuclear power station, but in constructing national capability.

If the proposed Nuclear Institute becomes a centre of scientific excellence, Namibia could begin producing the engineers, researchers, inspectors and specialists required not only for nuclear energy but for a broader knowledge economy. Human capital may ultimately prove the country’s greatest return on investment.

The Windhoek Observer supports Namibia’s determination to think beyond exporting uranium. That conversation is both necessary and overdue. But national ambition must never become a substitute for rigorous planning.

The true test of this legislation will not be whether Namibia eventually builds a nuclear power station. It will be whether Parliament establishes institutions strong enough to resist political interference, regulators independent enough to place public safety above political expediency, and laws robust enough to protect future generations from today’s mistakes.
