Omusati regional police commander, Commissioner Ishmael Basson, has condemned the recent surge in rape cases in the region, calling them acts of “pure criminality”.
Basson made these remarks in response to a surge in rape cases reported in the region.
“The pattern that this is happening is unbelievable, and there should be no excuse to harm people,” Basson said.
He urged parents and guardians to report such crimes immediately, particularly those involving minors.
He further rejected the notion that culture or socio-economic drivers could justify the crimes, asserting that the police would take strong action against the perpetrators.
“We will deal with the culprits. Since it’s indoors, it makes it difficult for the police as some of the victims, guardians, or even parents choose not to speak about it sometimes in fear of judgement,” he explained.
Basson emphasised the need for victims to speak out and encouraged parents and guardians to report incidents immediately.
“It’s very much about the victims, especially if it is a minor. There is no negotiation—the culprit should immediately be reprimanded,” he said.
He added that the police are focussing on community outreach programs in churches, schools, and local communities to raise awareness and prevent such crimes.
Basson said most suspects are adults and 90% have been arrested.
One of the cases currently under investigation is from Okahao, where two suspects, aged 36 and 28, allegedly raped a 12-year-old girl multiple times this time.
The suspects, who are the victim’s uncles, live in the same household.
According to Basson, one suspect is in custody and the other is still at large.
Another incident in Onesi involved a 48-year-old man who allegedly raped a 17-year-old girl after assaulting her.
“The suspect chased the complainant and kicked her on the leg and held her arm with his knees and had sexual intercourse with the complainant,” said Basson.
The suspect was arrested and is expected to appear in the Outapi Magistrate’s Court on 30 September.
Another report from Okahao details the arrest of a 16-year-old boy for allegedly raping a 4-year-old girl.
The incident took place on 26 September, and the suspect is set to appear in court on 30 September 2024.
A further case from Onandjaba involved the rape of a 104-year-old woman by her 33-year-old nephew, who lived in the same house.
Basson said this crime allegedly took place over an extended period from 2023 to September 2024.
The suspect has been arrested, and investigations continue.
